Effective June 1, 1999 the City of Atlanta instituted and enhanced
the building permit application review process. The expanded process
focuses on performing an improved evaluation of each type of proposed
development as outlined in the building permit application process.
A development is defined as “any building that will add new
flow to the sewer system”.
The purpose of the enhanced process is to determine if increased
flow from new development will exceed the capacity of the City of
Atlanta’s existing wastewater infrastructure. This expanded
evaluation process is authorized by city ordinance and is required
by the Capacity Certification Program requirements under the First
Amended Consent Decree Amendments negotiated with the U.S. Environmental
Protection Agency and the State of Georgia Department of Natural
Resources Environmental Protection Division.
