Homeland Security Surcharge

In June 2002, following the attacks of 9-11, the Department of Health & Human Services and the Environmental Protection Agency passed Public Law 107-188, the "Public Health Security and Bioterrorism Preparedness and Response Act of 2002 (a.k.a. Bioterrorism Act)." This law required water utilities to perform a vulnerability assessment of drinking water facilities and then to prepare an emergency response plan.

The City’s Vulnerability Assessment identified $28 million worth of capital improvements and operating costs to enhance security at our drinking water and wastewater facilities. To fund these costs, a 15-cent per CCF surcharge is being added to all water and sewer bills. (Substitute Ordinance #03-0-2212)
